Tomato 1.21

Updated dnsmasq 2.45. Fixes crash problems in 2.43.
Automatically restarts dnsmasq if it dies.
/etc/dnsmasq.custom is appended to dnsmasq config if it exists.
Added EveryDNS DDNS.
